These were made in PSP 8. 
These are the instructions from psp8 for putting these brushes into your PSP program after you have downloaded the brush to your computer.:
To import a custom brush:

1. Choose File > Import > Custom Brush to open the Import Custom Brush dialog.

2. Click the Open button to open the Open dialog, select the brush file that you want to import, and then click the Open button.

3. In the Import Custom Brush dialog, select the custom brushes that you want to import, and then click the Add button. If you want to import multiple brushes, click the Add All button.

4. Click OK to import the custom brushes.
